Vigilance Directorate in Odisha Adopts AI for Corruption Probes

The AI Cell, operational for the past month, is part of the Directorate’s broader push to modernize its investigative and forensic capabilities. Equipped with eight cyber experts, the cell will oversee similar AI teams formed at eight divisional levels across the state.

“A special AI Cell has been set up at the directorate and AI teams formed at eight divisional levels to leverage technology for financial analysis, profiling, and examination of large volumes of documents,” said YK Jethwa, Director of Vigilance.

The new unit is designed to enhance efficiency in detecting irregularities, tracking digital footprints, and simplifying case documentation.

Partnerships With Tech Institutions

To strengthen its technological backbone, Odisha Vigilance plans to collaborate with the Odisha Computer Application Centre (OCAC), National Informatics Centre (NIC), and IIT-Bhubaneswar, alongside private IT firms, to build customized AI tools for investigative use.

These partnerships will help design algorithms capable of identifying corruption “leakages,” analyzing bank trails, and connecting disparate pieces of digital evidence — tasks that often slow down conventional manual investigations.

Training the Next Generation of Vigilance Officers

A workshop held at the State Vigilance Academy in Bhubaneswar on Tuesday trained officers and prosecutors on AI integration in evidence analysis, fraud detection, and forensic data visualization.

“Corruption is not merely a financial crime; it indicates a governance deficit that corrodes public trust,” said Jethwa. “Investigators and prosecutors need to stay ahead of those who exploit complexity — and AI gives them that edge, if used ethically and wisely.”

Officials said the cell’s tools will undergo regular updates to match evolving fraud patterns and digital manipulation techniques.

A Model for Tech-Driven Governance

Odisha’s initiative marks a turning point for India’s state-level vigilance systems, which are increasingly embracing AI, data analytics, and digital forensics. Experts say the model could be replicated by other states to improve transparency and accountability.

By blending human oversight with machine intelligence, the AI cell aims to not just speed up probes but also enhance accuracy in identifying systemic corruption — potentially setting a new benchmark for ethical AI in governance.
