Uttar Pradesh is preparing to launch a state Quantum Mission to strengthen research, technology adoption and investment in AI.

What Will Uttar Pradesh’s Quantum Mission Focus On?

Uttar Pradesh is preparing to introduce a state-level Quantum Mission as part of its broader efforts to develop artificial intelligence, robotics and advanced technology infrastructure. Alok Kumar, Principal Secretary of IT and Electronics, outlined the proposal at the ETGovernment AI Vision Conclave in Lucknow.

The proposed mission will focus on building capabilities in quantum technology, particularly quantum computing and quantum communication. It will form part of the state’s digital transformation agenda, aimed at attracting investment, encouraging technological adoption and creating opportunities for startups and established businesses.

The initiative comes as the central government pursues its National Quantum Mission to strengthen India’s capabilities in emerging technologies. Uttar Pradesh intends to position itself within this developing sector while expanding its AI and robotics ecosystem.

How Is the State Preparing for AI Adoption?

Discussions at the conclave highlighted the importance of workforce readiness, responsible technology adoption and collaboration between government and industry.

Debjani Ghosh, Chief Architect of Frontier Tech Hub and Distinguished Fellow at NITI Aayog, said India’s ability to benefit from artificial intelligence would depend on preparing people to use emerging technologies effectively. She stressed the need to monitor technological developments, investment patterns, risks and opportunities to anticipate changes across industries.

Deputy Chief Minister Brijesh Pathak called for responsible AI adoption, particularly in healthcare, where the technology is increasingly being used to improve service delivery. He encouraged entrepreneurs to develop innovations addressing social challenges while cautioning against excessive dependence on technology.

Social Welfare Minister Asim Arun said the government was seeking suggestions from AI startups, technology companies and academic institutions while developing its AI policy framework. He emphasised that industry participation was necessary for effective policymaking and said the government was working to reduce the time required to address problems faced by innovators.

Awanish Kumar Awasthi, adviser to the Uttar Pradesh Chief Minister, also highlighted the importance of law and order in strengthening investor confidence and supporting economic development.

What Opportunities Are Emerging in Robotics and Manufacturing?

Industry representatives identified Uttar Pradesh as a potential centre for artificial intelligence, robotics and advanced manufacturing. Jalaj A Dani, Chairman of Adverb Technologies and EndureAir Systems, welcomed the state government’s approval of the PRAGATI Robotics Park in Greater Noida.

The proposed 69.5-acre facility is expected to generate more than one lakh direct and indirect jobs and contribute approximately ₹2,000 crore in annual gross value added once it reaches full capacity, according to Dani. He said India’s next phase of manufacturing growth would depend increasingly on integrating intelligence into industrial processes rather than relying primarily on lower labour costs or greater automation.

Raju Vegesna, Chairman and Managing Director of Sify Technologies, said artificial intelligence could support inclusive economic growth if its benefits reached different sections of society. He expressed interest in collaborating with the state government on AI training programmes for young people, with particular emphasis on employment opportunities and workforce preparation.

Dr S K Chadda of Hinduja Group reaffirmed the company’s commitment to supporting Uttar Pradesh through investments and initiatives covering electric mobility, digital entrepreneurship, healthcare and education.

Dr Subi Chaturvedi of InMobi said the government’s emphasis on AI, skills and investment could help create opportunities for young people. She also noted that InMobi had established an office in Lucknow and was committed to developing technology talent.

How Will Investment Support Uttar Pradesh’s 2047 Goals?

The National Stock Exchange is working with the Uttar Pradesh government to bring more businesses into capital markets, according to its Managing Director and Chief Executive Officer, Ashishkumar Chauhan. He said the state’s investor base had reached 1.6 crore, representing nearly 12% of India’s total investor population. Uttar Pradesh added 11 lakh investors between April and September 2026, the highest number among states during that period.

The NSE is also supporting efforts to help micro, small and medium enterprises access capital markets, raise funds and expand their operations.

Mariano Agustin Caucino, Argentina’s Ambassador to India and Dean of the Diplomatic Corps, praised India’s ambition to become a developed country by 2047, highlighting the importance of a clearly defined national vision.

The proposed Quantum Mission, robotics infrastructure, AI workforce development and capital market initiatives reflect Uttar Pradesh’s efforts to connect technological advancement with investment, industrial growth and employment.
