Odisha Police Mapping Heinous Crimes Through Its Special App – Arakhi

BHUBANESWAR: Odisha Police has begun monitoring the investigation of heinous crimes through its in-house ‘special report application,’ built by the State Crime Records Bureau(SCRB), as part of the State government’s 5T strategy.

Rape, sexual assault against children, murder, dacoity, dowry deaths, atrocities against SC/ST, cybercrime, kidnapping, narcotics, food adulteration, economic offences, and other crimes are included in the Special Report Category. While the police’s Human Rights Protection Cell (HRPC) controls the investigation of cases involving atrocities, the Criminal Investigation Department of Crime Branch oversees the investigation of other offences classified as special reports.

The SPs periodically monitor cases registered in their respective districts on a smartphone application called ‘Arakhi’, which acts as a database of all FIRs registered in police stations and aids in determining whether cases require special category designation.

The Special Category Cases are labelled by the SPs, and officers with the rank of Additional SP/DSP are assigned to supervise the investigations. After the case is designated as a special category, the investigating officer (IO) receives a notification on the special report application. A senior officer then submits a supervision report to Crime Branch, HRPC, and Range DIGs using the application. Following the examination, the officers involved can present the IO with a set of directions to ensure the case is watertight. The IO then submits an application compliance report.

Senior police, including the DGP, can use the web tool to keep track of special category case investigations. “In January of this year, the special report module was installed on an information technology platform as part of the government’s 5T plan,” SCRB Director Vinaytosh Mishra said. “The application is completely functional and is being utilised by over 4,000 officers across the State to give services to people in a time-bound and transparent way,” he added.

The application generates about 80% of reports automatically and is linked to the Crime and Criminal Tracking Network and Systems. The programme has allowed senior officers to quickly issue directions to IOs and has also aided in the timely submission of chargesheets.
