Odisha Police have finalised the organisational structure, operational framework and staffing requirements for a new state cybercrime coordination centre (S4C), with plans to recruit 64 specialists across digital forensics, cyber intelligence, data science and network security.

The centre is intended to strengthen cybercrime investigations, improve coordination between police units and support technology-driven responses to increasingly complex digital offences.

Which Cybersecurity Specialists Will Be Recruited?

The proposed centre will engage 64 domain experts in specialised fields, including cyber forensics, malware analysis, threat intelligence, open-source intelligence, data science, machine learning, network security and project management.

An additional 60 caller agents will be recruited to support the functioning of the national cyberfraud helpline, 1930. The staffing framework forms part of the operational arrangements notified on August 10.

How Will the Cybercrime Centre Operate?

Police have invited expressions of interest to select a system integrator responsible for designing, supplying, installing, commissioning, operating and maintaining the advanced facility. The centre will function as a cyber command centre, bringing together investigative resources, technical expertise and intelligence capabilities within a coordinated institutional framework.

Its responsibilities will include cybercrime prevention, detection, investigation support and assistance with prosecution.

What Facilities Will the Centre Include?

The command centre will operate through four integrated components covering different aspects of cybercrime investigation and response.

A cybercrime headquarters will handle policy formulation and supervision, while a state cybercrime police station will exercise jurisdiction over high-value, transnational and technologically complex offences. A dedicated cyber resource centre will accommodate advanced digital forensic and cyber-investigation laboratories.

How Will Artificial Intelligence Support Investigations?

An AI-based predictive policing and data analytics centre will focus on identifying crime patterns, mapping hotspots and supporting investigations through data-driven analysis.

The proposed capabilities are intended to help investigators examine cybercrime trends and improve intelligence gathering. Specialists in machine learning, malware analysis and network security will provide technical support for complex investigations.

Will Victims Receive Better Complaint Support?

The centre will support complaint management through the national cybercrime reporting portal and helpline 1930.

It will also undertake public awareness programmes, capacity-building initiatives and coordination of interstate investigations. These functions are intended to improve the handling of cybercrime complaints and facilitate communication between investigating agencies.

What Does This Mean?

The proposed S4C will serve as a central coordination mechanism for cybercrime investigations across Odisha and facilitate intelligence sharing with the Indian Cyber Crime Coordination Centre and other stakeholders.

Its effectiveness will depend on how the planned technical infrastructure, specialist recruitment and investigative coordination translate into operational capabilities. The integration of digital forensic laboratories, cyber intelligence and AI-based analytics could provide investigators with additional tools to examine complex offences and trace emerging cyber threats.
