The Crime Investigation Department (CID) has arrested four people, including a Bhu Bharati portal operator, in connection with an alleged illegal land mutation involving three acres worth over ₹90 crore in Kollur, a rapidly developing real estate area near Hyderabad. The accused allegedly manipulated digital land records in violation of the Bhu Bharati Act, 2025.

The four were produced before a court and remanded to judicial custody. They were subsequently lodged in Sangareddy jail.

How Was the Land Mutation Fraud Discovered?

The case emerged during a verification exercise conducted by the Ramachandrapuram tahsildar’s office in Sangareddy district. Officials noticed irregularities in a land mutation transaction linked to the login credentials of a Bhu Bharati portal operator.

The three-acre property in Kollur village, previously registered in another person’s name, had allegedly been transferred in revenue records in favour of B Vinod Kumar by citing a registered document.

However, the mutation application had not appeared in the office’s regular processing system before June 27, 2026.

What Irregularities Did Officials Identify?

The tahsildar’s complaint stated that no application had been submitted by Vinod Kumar during the office’s scrutiny.

It also recorded that no field inquiry had been conducted, no mutation proposal had been prepared and no official recommendation or approval had been issued.

Under the Bhu Bharati Act, 2025, the Revenue Divisional Officer (RDO) is the designated authority for authorising land mutations. Officials suspected that the Bhu Bharati portal had been hacked or manipulated to alter revenue records and create an unauthorised ownership entry.

Who Has Been Arrested?

The four arrested individuals have been identified as Dade Shiva, Mangali Rajender, Dade Pavan Kalyan and A Mahesh.

The arrests were made in connection with a case registered in July at RC Puram police station in Sangareddy district.

Investigators are examining the alleged manipulation of revenue records and the involvement of individuals responsible for operating the land records system.

The accused have been booked under provisions of the Bharatiya Nyaya Sanhita (BNS), including cheating, forgery, use of forged records and criminal conspiracy. Provisions of the Information Technology Act have also been invoked in connection with the alleged digital manipulation.

The investigation concerns suspected unauthorised changes to government land records without following the prescribed mutation approval process.

Is the Investigation Expanding?

The arrests follow a government-ordered investigation into the land record systems maintained under the earlier Dharani portal and the Bhu Bharati framework.

In July, the government constituted a Special Investigation Team (SIT), headed by senior IPS officer Charu Sinha, to examine irregularities. Similar cases have reportedly been registered in other districts.

The case highlights concerns over unauthorised alterations to digital land ownership records and the safeguards governing official mutation approvals.
