Bareilly. Delhi Police has taken action in Bareilly in connection with an alleged fake disability certificate racket, detaining outsourced operator Kuldeep Saxena from the Chief Medical Officer’s office along with two other youths. The case involves an alleged fake disability certificate showing a Haryana-based youth as deaf and mute. The certificate was reportedly used to obtain employment in Delhi. The alleged fraud came to light during document verification, after which the matter reached Delhi Police.
Police detained Kuldeep Saxena, an outsourced operator posted at the CMO office, and his associates on Friday. On Saturday, the detained individuals were taken to the district hospital for medical examination. During the investigation, police collected information about the process through which the certificate was prepared and examined the role of employees associated with the procedure. Statements of an ENT surgeon and the nodal officer responsible for physical verification of disability certificates were also recorded. The police team subsequently left for Pilibhit as part of the investigation.

The investigation has revealed that Lalit Kumar, a resident of Faridabad, allegedly approached Kuldeep Saxena, who was posted at the Bareilly CMO office, to arrange a deaf-and-mute disability certificate for a Haryana resident. The certificate was allegedly prepared for employment purposes and subsequently used during the relevant process. During document verification in Delhi, discrepancies in the certificate and official records reportedly came to light, prompting further investigation. Delhi Police then began examining the process through which the certificate was issued and identifying those connected with it.
The case has also raised questions about the system used for issuing disability certificates at the Bareilly CMO office. Kuldeep Saxena, who has been detained in the case, was originally appointed through an outsourcing arrangement as support staff in a Group D position. However, some time ago, he was reportedly assigned responsibility as an operator at the disability desk. Employees who had previously been working at the desk were reportedly shifted back to their original assignments. Investigators are now examining how Kuldeep was given the operator’s responsibility and the extent of access he had to the certificate issuance process.
The role of employees who were removed from the disability desk is also reportedly being examined. Police are trying to determine whether any manipulation took place in the preparation of the certificate or in the related records. Investigators are also examining whether any employee or outside individual misused the government system to facilitate the alleged creation of the fake certificate.
The ENT surgeon associated with physical verification said that testing for deafness and hearing-related disability is normally conducted by an audiologist. However, because the post is vacant, the responsibility has been assigned to him. He said the hospital does not have the required equipment for conducting the relevant tests. In such cases, applicants are physically verified and then referred to a higher centre, with further action taken on the basis of the report received from that facility.
The process of identity verification is another important aspect of the investigation. The operator is reportedly responsible for Aadhaar verification during the certificate issuance process. Police are therefore examining how the identity and documents of the concerned applicant were verified. If the certificate was indeed prepared fraudulently, investigators will also determine how the relevant entry was made in official records and at what stage it was processed.
After the alleged fraud came to light, the CMO office has also initiated steps to review certificates issued through the system. The CMO said that all necessary information concerning outsourced employee Kuldeep Saxena had been provided to Delhi Police. Instructions have also been issued for random verification of disability certificates issued so far. The exercise is aimed at determining whether similar irregularities may have occurred in other certificates.
Following the Delhi Police action, the investigation is likely to extend beyond the single certificate at the centre of the case. Police are examining the people allegedly involved in arranging the certificate, employees connected with its processing and the complete chain of document verification. Investigators are also trying to determine the specific employment for which the certificate was used and whether it had any impact on the related recruitment process.
The detained suspects are currently being questioned and documents connected with the case are being examined. The investigation will determine the exact roles of the individuals involved and whether the government system was deliberately misused. The random verification ordered by the CMO office could also establish whether the alleged irregularity was an isolated incident or whether similar discrepancies exist in other disability certificates issued through the office.
