JAIPUR: An official internal note from Rajasthan University’s finance controller, Sumer Singh, has exposed significant financial irregularities tied to the institution’s campus security operations. Uploaded on social media, the memorandum alleges that under the pretext of hiring ex-servicemen for campus protection, the university engaged a private firm—AI Services—without any formal contract, resulting in unauthorised payouts amounting to over ₹2.5 crore ([turn0search0]).

Singh claimed that the firm employed a former soldier at ₹39,930 per month despite no valid agreement. Historically, security roles were outsourced only through the Rajasthan Ex‑Servicemen Corporation (REXCO). He further urged implementing high-level reviews, limiting recruitment to REXCO personnel, deploying biometric attendance systems, and enhancing transparency in security staffing.

Registrar and Vice-Chancellor Jointly Informed

Former university secretary and other senior functionaries were also recipients of the UO (University Order) note that surfaced online. Singh’s directive included sending a copy to the Vice‑Chancellor. It highlighted that the misuse of university funds via this backdoor arrangement had saddled the institution with an additional financial burden exceeding ₹2.5 crore, even as security standards deteriorated elsewhere on campus.

The memorandum indicates that the vice-chancellor’s office is now considering an independent audit to verify the scale of payments made under this unorthodox security system. The finance controller emphasised introducing biometric attendance for guards and instituting transparent procurement procedures to curb misuse. He also recommended halting any further unauthorised recruitment until the audit concludes.
