MHA’s 5th Regional Cyber Crime Conference: JCCT Unites Forces to Combat Digital Crime
LUCKNOW: Top officials from various government bodies and law enforcement agencies gathered today at UP Police Headquarters in Lucknow for a seminar regarding the 5th Joint Cyber Crime Coordination Team (JCCT) in the Mewat region.
The event, held under the joint chairmanship of Sundari Nanda, Special Secretary, Internal Security, MHA, and Vijay Kumar, Director General of Police, Uttar Pradesh, witnessed a confluence of expertise and strategies to counter cyber threats.
A Multilateral Effort
The seminar drew together senior officials from several key organizations, including the Ministry of Home Affairs, the Department of Telecommunications, Indian Cybercrime Coordination Centre (I4C), Rajasthan Police, Delhi Police, Haryana Police, the Central Bureau of Investigation (CBI), the National Crime Records Bureau (NCRB), and the Reserve Bank of India (RBI).
The primary focus of the gathering was to address the surge in cybercrime incidents within the Mewat region, which encompasses the border areas of Uttar Pradesh, Haryana, Rajasthan, and Delhi. Additionally, participants examined other prevalent cybercrimes and explored collaborative strategies to counteract these criminal activities.

Mewat’s unique geographical location, sharing borders with four different states, offers cybercriminals a series of advantages. The intricate web of state boundaries, coupled with porous borders, presents a challenging scenario for law enforcement agencies. Criminals can easily exploit this situation, as they can cross state lines with minimal effort, complicating the tracking and apprehension of offenders.
As the Mewat region continues to grapple with its new-found status as a cybercrime hotspot, it remains crucial for authorities and the community to work together to mitigate these threats. Enhancing cybersecurity, raising public awareness, and providing economic opportunities to underserved populations are essential steps in transforming the region’s reputation and ensuring a safer digital landscape for all.

Cracking Down on Cyber Criminals
One of the central issues discussed during the seminar was the need to close down bank accounts and deactivate fake SIM cards frequently employed by cybercriminals. By targeting these essential resources, law enforcement agencies hope to disrupt the operations of these criminals effectively.
CBI officials took the opportunity to highlight the importance of international cooperation. They mentioned their efforts to collaborate with Interpol in order to obtain critical data on cybercrimes occurring outside the country. This partnership will undoubtedly enhance the investigative capabilities of Indian authorities and assist in tracking down cybercriminals across international borders.
Building a Cyber-Resilient Future
Additionally, they explored the idea of creating a cadre of “cyber commandos” from among technically proficient police personnel. The concept of a ‘cyber commando’ wing was first introduced earlier this year during the DGPs/IGPs Conference, with Prime Minister Narendra Modi championing its establishment. The vision behind this initiative is to bolster cyber defense capabilities, safeguard information technology networks, and conduct thorough investigations in cyberspace.
The selected commandos will receive extensive training and the necessary tools to effectively tackle and counter cyber threats. They will also be entrusted with the crucial responsibility of safeguarding the nation’s cyber infrastructure. While these ‘cyber commandos’ will primarily serve their parent organizations, they may be requisitioned for national duties during urgent situations.

In an effort to create public awareness about the growing threat of cybercrime, the Ministry of Home Affairs, discussed the possibility of selecting school students and training them as “cyber volunteers.” By equipping young students with the knowledge and skills to navigate the digital landscape securely, and by developing a specialized unit of cyber experts within the law enforcement community, the government aims to strengthen its defenses against cyber threats and ensure the safety of its citizens.
The Cyber Crime Volunteer Program is one such initiative by the government to bring together citizens with a passion to serve the nation on a single platform and contribute in the fight against cybercrime in the country.
Good Samaritans or individuals are welcome to register as Cyber Crime Volunteers in the role of Unlawful Content Flaggers for facilitating law enforcement agencies in identifying, reporting and removal of illegal / unlawful online content.
Any Indian citizen can become a part of this initiative by registering in any of the three categories – Cyber Volunteer Unlawful Content Flagger, Cyber Awareness Promoter and Cyber Expert.
The 5th Joint Cyber Crime Coordination Team seminar brought together a wealth of knowledge, insights, and strategies to tackle cybercrime effectively. It underscores the commitment of the Indian government and its law enforcement agencies to safeguard the digital landscape and protect the public from the growing menace of cybercrime.
