Top White House Cyber Adviser Anne Neuberger Warns Of Russian Hackers
LONDON: Russia may use cyberattacks to destabilise and further invade Ukraine, according to a White House cyber official visiting her European counterparts on Wednesday.
Anne Neuberger, the United States’ deputy national security advisor for cyber and emerging technology, was meeting with European Union and NATO officials in Brussels to address Russia’s threat of cyber assaults on Ukraine.
“We’ve been warning for weeks and months, both publicly and privately,” Neuberger said during a virtual news conference.

“Over the last decade, the Russians have exploited cyber as a crucial component of their force projection, including previously in Ukraine,” Neuberger added.
Russia has amassed more than 100,000 troops at Ukraine’s border, raising fears of war. Although Russia denies plotting an invasion, it is demanding broad security guarantees, including a guarantee that NATO will never enter Ukraine.
Neuberger’s visit comes after a huge cyberattack in mid-January that warned Ukrainians to “be scared and expect the worst” on government websites, rendering several pages unusable and leading Kyiv to launch an inquiry.
Kyiv believes the cyberattack was carried out by a hacking organisation linked to intelligence in Belarus, a close ally of Russia, using malware similar to that employed by a group affiliated to Russian intelligence.
Shell (SHEL.L) said on Tuesday that it was redirecting oil shipments to other depots as a result of a cyberattack this week on two subsidiaries of German logistics business Marquard & Bahls.
The nature of the attack, as well as the identity of the attackers who carried out the Marquard & Bahls hack, remained unknown. Requests for comment were not returned by the company.
